Dear All, R&R policy has to take into account the issues in totality.I have gone through the R&R policy of Orissa.It is very disappointing.I will just cite one example.It says gramsabhas or panchayat at the appropriate level will be "consulted" before land aquisition.It does not need "consent" and what is the appropriate level is not clear.The definition of Panchayat has also been diluted and in practice it has been reduced to a paper document. Mr. Stan Swamy's realistic approach to arrive at the percentage share logic is appreciable. Can some body send or post the R&R policies (Complete) of Jharkhand and WB please. I would request the group to involve in positive information sharing rather than time wasting delibarations that has dominated the group topics. Regrds, Dayanidhi Marandi. __._,_.___
