People should realize that 'Why other people, who are not tribal are better off than tribals ?'.
The way people are thinking for the benefit of tribals by keeping them 'all time tribal' - their life is not going to change.
We are talking about 60 years of independence. I doubt, whether our tribals even know that whether they are part of Independent India or not. I think, they still believe that irrespective of regime change (British->Independent India), their home land is the only place they want to live. Even , I have noticed, when development comes to their door steps as some MNC project, our political 'tribal leaders' oppose development because they want status quo.

I would blame the educated tribals, tribal activists and tribal politicians for the status quo of tribals.
Why ?
Since unknown tribals are living in jungle and environment starts at jungle.
Huge minerals lie beneath the jungle surface and industrialists can invest in those remote areas only if there is some profit.
Now, people can decide.. nothing is free in this world. It is a trade off. prosper at some environment cost.
But the pity is our environmentalist activists are so bother about 'what will happen after 1000 years ?' as opposed to 'How the life of tribals will improve after 5 years ?'.
