          You want to know why no arrests have been made in Orissa though the anti-conversion law is 40 years old. Have you thought of the possibility that there have not been forced coversions. We hear that they are taking place in Kandhamal now. We are told that Christians who were forced to flee their villages in recent months have been told that they will not be allowed to re-enter their villages unless they become Hindus. I was given some such cases when I was in Orissa last week. But perhaps it is too early to arrest those involved in them. Gujarat wanted an anti-conversion law because of what were called forced conversions but they could present only three cases in the last decade.
