Dear Anil Bhai, I have not read the full versin of the bill but its seems that by providing 25% seats in private institution government is going to wash its hands off completely from education system. As per my knowledge goes in any given city there are less then 25% students in government institution in comparision to private run institutuion and looking at the pathatic condition of government run schools given a chance all will opt for private institution there by government will be gradually free from its basic responsibilities.
