Thank you Mr. Moderator for your statement, giving clarification as well
as cautioning the members.
I want to raise some serious issues and want someone knowledgeable to
throw light on them.
When The Bengal Tenancy Act, 1885 came into force, Chotanagpur and Santhal
Pargana were excluded from its purview. To protect the interests of the
tribals, The Chotanagpur-Santhal Pargana Tenancy Act was brought in, which
prohibited the transfer of tribals' lands to non-tribals. Yet, we find
that this transfer has taken place continuously and on a massive scale. I
would like to know whether there have been any movement to oppose this
violation of the law. How has this violation of the Act affected the
tribals economically and politically?
Second, when the Dhalbhum zamindar gave some villages (that formed, in the
course of time, Jamshedpur)to the Tatas, was there any demand by the local
tribals for protecting their interests?
Third, my late friend Dr. K. S. Singh whose book on Birsa Munda is still
read, once told me that the Jharkhand Party of Jaipal Singh was funded by
the Tatas and a Tata man remained its treasurer for many years, even
though he was a non-tribal and non-Bihari. He also told me that a
resolution, demanding a separate Jharkhand province was moved by this
gentleman at some Congress session before Independence.Who was this
person?
Dr. Singh had a very large collection of papers and records about tribal
problems in general and Jharkhand area in particular. I do not know the
fate of those papers. Does any member of this forum has any idea about
this? Why don't some enterprising members do something about the legacy of
Dr. K. S. Singh?
