MINUTES OF STATE LEVEL CONSULTATION AT CYSD, BHUBANESWAR

ON 9.11.2008

In order to augment the process of peace and harmony in the context of Kandhamal crisis a state level consultation was organized by OSSA and Sphere India on 9^th November 2008 at the conference hall of CYSD, Bhubaneswar which was attended by 45 delegates (list given at Annexure) from various organizations nationwide.

At the outset of the meeting Dr. Bhagabanprakash welcomed all the delegates of behalf of OSSA and Sphere India and briefed the development of peace process both at district and state level. Emphasizing the response of civil society in the context of Kandhamal he appreciated the steps taken by OSSA and also appraised the concern reflected at the Delhi consultation organized by Sphere India.

THEMATIC PRESENTATION:

Prof. Radhamohan:

Placing issues in the context, Prof. Radhamohan made it absolutely clear that the crisis in Kandhamal is not purely a communal issue rather it¡¦s being a gamut of complex, socio-economic, cultural, ethnic issues. Analyzing the problems he presented the historical background of the present crisis and approached everybody to understand the real dynamics of Kandhamal issue. In this regard, he vehemently criticized the negative approach of vernacular print and electronic media. However, he expressed deep concern regarding apprehension of retaliation by the affected community in future days. Suggesting short-term and long-term plans and programmes to address the growing polarization he further made it absolutely clear that serious political intervention is necessary to fill the political vacuum for long-term peace and harmony in Kandhamal. Concluding his exhortion, he enlightened the gathering that ¡V there is only one Budhist i.e. Budha himself, there is only one Christian i.e. Christ himself, there is only one Gandhian i.e. Gandhi himself. So, the conflict in the name of religion is a fight between pseudo religious people who really do not understand the true essence of religion and humanity.

Prof. T. K. Oomen:

Delivering his presentation on ¡§Anatomy of Challenges to Social Harmony¡¨ Prof. Oomen analyzed the complex nature of social anatomy from the perspective of society being an organism where social harmony is an inter-play of complex social dynamics. Emphasizing the two aspects of social harmony viz. imposed or coercive harmony and consensual harmony he discussed in detail how social harmony is affected due to absence of equity, shattering of identity and apprehension of insecurity. In the context of Orissa in general and Kandhamal in particular he analyzed how cultural heterogeneity in terms of religion, culture and ethnicity are challenges to societal peace. Besides, economic inequalities in term of SC & ST, Hindu & Christian etc. in a culturally heterogeneous society are the causes of social conflict. That apart, the problem of insider and outsider and their association with cultural identity in the context of Odisha makes it vulnerable to communal conflict unlike the case of United State where in spite of cultural heterogeneity there is no such conflict with regard to the insider and outsider identity. Apart from that, he discussed how social hierarchy in terms of caste system is responsible for social conflict in spite of being constitutionally abolished. Moreover, he presented the manifestation of social disharmony in terms of genocide, ethnocide and culturecide. In this background and on the basis of experience from Gujurat harmony project he suggested certain guidelines to be followed in the Kandhamal peace process as follows:

v                 To start building alliance of Peace Makers, namely, Kandhamal Peace Corps which should consist of a member from each family, cutting across religious, caste, ethnic identity.

v                 To name the peace initiative by civil society as Odisha Harmony Forum.

v                 Specific organization specialized in implementation of specific work like; sanitation, health, education, counseling etc. only to be assigned that particular activity for long-term rehabilitation programme as in the case of Gujurat Harmony Project.

v                 Not to communalize the rehabilitation process i.e. to start working first with the Hindu community rather than the Christian community in case of Kandhamal and both community should be involved with the process of reconstruction and rehabilitation.

v                 To refrain from creating bad blood among NGOs and rather work in a coordinated way identifying non-conflict way of operation modality.

v                 To live together separately but respectfully rather than otherwise.

MR. NILAMADHAB PRUSTY:

Mr. Nilamadhab Prusty, Chairman, Sphere India straight away approached the Kandhamal crisis in the light of experience gathered from Gujurat Harmony Project (GHP). He enlighten the gathering regarding certain cardinal principle in the light of GHP to followed in any process of conflict resolution and restoration of peace and amity while doing justice the process of relief and rehabilitation as follows:

¡±                     The national level consultation at New Delhi and state level consultation in Bhubaneswar is an extension of the response of the larger civil society at the national level and Sphere India as the torch-bearer of the concern for humanitarian crisis.

¡±                     A proper balanced and neutral understanding of the present crisis is absolutely necessary before venturing into any kind of peace process.

¡±                     Non-communal approach of relief and rehabilitation process with joint cooperation of both the community.

¡±                     Intensive citizenship education with life skill education, concepts and modules for training is pivotal to the process of peace and harmony.

¡±                     Inclusive approach, neutral platform, collaborating and multi-institutional effort and common process should be the hallmark of any peace initiative.

¡±                     Strengthening the connectors and weakening the dividers is the key to success for the process of peace and harmony and also insight is necessary as to what works and what not.

¡±                     It requires integration of mainstream developmental programmes with the process of peace and harmony.

¡±                     Micro level planning and experimentation should be encouraged.

While clarifying certain confusion regarding Sphere India he specified certain facts as follows:

v                 Sphere India is a national coalition of organizations for humanitarian issues with Red Cross, leading National NGOs and Govt. of India as partners.

v                 Sphere India promotes neutral and inclusive programming process to promote quality and accountability.

v                 Sphere India could be called as ISO of humanitarian programme.

v                 Sphere India and IAG agree on broad principle of neutrality and credibility but are autonomous organizations.

v                 Sphere India promotes life with dignity and appeals to rise about personal and religious orientations so that the peace effort can be really effective. In this concern he added Sphere could act as a support agency to OSSA for the activities of creating enabling environment, facilitating coordination, lobby and advocacy.

CONSULTATION BY THE DELEGATES:

Consultation by the delegates was followed by the thematic presentation by Prof. Radhamohan and Prof. T.K.Oomen moderated by Mr. Jagadananda, the State Information Commissioner.

The consultation continued for 2 ½ hours highlighting certain major issues, concerns and recommendations as follows:

¡±                     Civil society should condemn the present violence in Kandhamal in unequivocal terms without any confusion and should point out clearly the role of groups in perpetrating violence.

¡±                     Commitment made by Government after December 2007 riot are yet to be fulfilled and culprits are yet to be brought to justice.

¡±                     Conversion and re-conversion process should be out rightly stopped and should be debated at the state level and national level.

¡±                     Security concern of the affected people at the relief camp need to be thoroughly addressed and enabling environment must be created so that people can go back to their villages.

¡±                     Relief and rehabilitation measures need to be augmented at a priority basis, health & sanitation situation in the relief camp must be addressed in order to check outburst the waterborne and other infectious diseases.

¡±                     Indiscriminate arrest process should be stopped and only trouble makers should be brought to justice.

¡±                     The Christian community should show their magnanimity and withdraw the names of innocent people from the list of FIR.

¡±                     Issue of increasing militant traits among the women who have increasingly become target of exploitation and trafficking.

¡±                     Local administration is doing its part under the present circumstance but their efforts need to be augmented by the civil society.

¡±                     Youth are getting distressed and need immediate counseling and productively engaged in order to be refrained from cycle of counter violence and otherwise going astray.

¡±                     Concern regarding violent demonstration by ¡§Durga Bahini¡¨ consisting mainly of women and young girls.

¡±                     Professional groups like doctors, lawyers, teachers, engineers etc. needs to be organized and their operational role segmentized with regard to their role in relief and rehabilitation process.

¡±                     Schools and other educational institutions should be de-communalized and should operate as the centre of all activity.

¡±                     Harvesting paddy and procurement of the same has become a serious problem in the face of present crisis where the affected community can¡¦t go back to their villages and the tribal community escaping to jungle in the fear of arrest.

¡±                     PRIs and other local community based organizations needs to function normally at the earliest possible for enforcing normalcy in the district.

¡±                     Political and faith dialogue process at the apex level should be conducted as the first priority to contain the process of future violence.

¡±                     Vicious circle of poverty with confusion regarding land rights and reservation issues are the long term problems but needs proactive measures in the part of the Government to sustain peace.

¡±                     Police should act neutrally and if not, civil society should ensure the functioning of the system without any bias.

¡±                     RTI should be used for enforcement of rights in the context of present crisis and also regarding all Government schemes and rehabilitation process.

¡±                     The need of proper communication at the national and international level about the positive development and unified action of civil society is urgently required and also the misinformation campaign needs to be countered.

¡±                     Serious academic research and documentation needs to be conducted and for this purpose credible all India Institutions could also be approached.

¡±                     Cultural medium in all its variety and dimension should be encouraged and facilitated to join hearts and minds of people.

SUMMING UP:

The consultation meeting came out with a clear understanding of approaches as prioritized by Sri Jagadananda, State Information Commissioner.

Ø                  There is no necessity of any new fact finding committee. Effort should be made to consolidate the work of earlier missions.

Ø                  Massive reconstruction and reconciliation work needs to be taken up and civil society should take the leadership with credibility and transparency.

Ø                  Grooming and orientation of peace ambassadors from amongst students, teachers, SHG leaders, youths and PRI members must be undertaken at a huge scale to act as the change agents.

Ø                  Proper documentation of activities already taking place in the district by NGOs and civil society members needs to given priority with physical relief and rehabilitation.

Ø                  Matured, seasoned and hardcore negotiators are needed to sphere head the peace negotiation process.

Ø                  Administrative fatigue has to happen very shortly and therefore civil society agencies should come out with active support to augment the process of relief, rehabilitation and restoration of peace and harmony.

Last but not the least, he reiterated the principles of neutrality, credibility and transparency in the line of earlier civil society interventions in disaster mitigation programmes 

The meeting came to an end with a vote of thanks by Dr. Dhanadakanta Mishra, on behalf of OSSA and Sphere India followed by harmony song by Mr. Madhusudan Das and his group.

Aimed at restoration of peace in Kandhamal a scheduled meeting of Odisha Shanti O Sadbhavana Abhiyan (OSSA) and Sphere India was held in the DRDA Conference Hall of Kandhamal. Along with 51 participants the following eminent social activists and dignitaries of district administration of Kandhamal attended the meeting:

v                  Sri Krishan Kumar, Collector-Kandhamal

v                  Sri Nilamadhaba Prusty, Chairperson-Sphere India

v                  Sri Vikrant Mahajan, Chief Operating Officer-Sphere India

At the outset of the meeting all participants were welcomed by Mr. Pramod Pattnaik, Secretary of Seva Bharati. Initiating the talk of the day, Mr. Pattnaik briefly presented the mission statement of OSSA and analyzed the purpose of the congregation at Kandhamal. A self-introductory session was followed by the welcome address where the participants briefly introduced them and their works in Kandhamal at present.

Dr. Bhagabanprakash:

Speaking on the occasion Dr. Bhagabanprakash delivered a lot on value of peace and social harmony and expressed how these two aspects are attached with all our development process and national progress. In his thematic presentation he cited some issues of pre-independence period and spoke on some guiding principles of Mahatma Gandhi on peace building. Emphasizing more on roles and responsibilities of civil society organizations in peace building and on protection of human rights he urged the participants to share their prospective plans to solve the social conflicts appeared in Kandhamal district. Exhorting over the complex situation of Kandhamal district Dr. Prakash invited the platform to initiate a process to ascertain the critical situation first and also requested the CSOs to make their access at grassroots level for fact findings of the situation and simultaneously to appeal the media for positive presentation of news and to refrain from cheap sensationalism.

In a statistical presentation Dr. Prakash, the Chairman of the platform stated that there is an existence of 5000 active CSOs in Orissa and they could be mobilized in the process to sustain peace and prosperity.

Mr. Nilamadhaba Prusty:

Addressing the participants Mr. Prusty spoke on the role & responsibility, mission, vision, past experience, present activities, affiliation and existence of Sphere India in details. In order to make the participants known about Sphere India Mr. Prusty made a presentation which contains the followings:

Speaking on the process of peace restoration initiative by OSSA he delivered a lot as presented below:

¡±                     The state level consultation at Bhubaneswar and district level consultation in Kandhamal is an extension of the concern of the Delhi consultation held on 1^st October 2008.

¡±                     Inclusive approach, neutral platform, collaborating effort and common process should be the hallmark of any peace initiative.

¡±                     It requires integration of mainstream developmental programmes in the process of peace and harmony.

¡±                     Sphere India promotes life with dignity and appeals to rise about personal and religious orientations so that the peace effort can be really effective. In this concern he added Sphere could act as a support agency to OSSA for the activities of creating enabling environment, facilitating coordination, lobby and advocacy.

¡±                     The peace process requires supporting district administration on part of the civil society initiative.

¡±                     Strengthening the connectors and weakening the dividers is the key to success for the process of peace and harmony and also insight is necessary as to what works and what not.

In his appeal Mr. Prusty requested the involvement of local teachers, students, WSHG members, community leaders, PRI leaders and other Civil Society Organization to join their hands in the process of peace restoration. Presenting the future action plan Mr. Prusty said the CSOs in Kandhamal and other parts of the state may join together soon to reach out the villages and troubled spots to ascertain the situation and subsequent position of the victims.

The Founder Chairman of Sphere India, New Delhi Mr. Prusty also placed some possible strategic steps of social intervention for restoring peace in Kandhamal over present context. The steps are as follows:

¡±                     Mainstreaming Peace Education with other Academic Institutions.

¡±                     Inculcation of womenfolk as the change agent of the society.

¡±                     Promoting skill development of the local social activists for inclusive and neutralized approach.

¡±                     Alliance of civil societies for harvesting of social capital in a horizontal shape.

¡±                     Provision of basic trainings for the Government Officials in socio-stigmatic counseling and attitudinal changes.

¡±                     Organizing continuous youth festival in the district.

¡±                     Organizing different exhibitions to endure peace and harmony.

Dr. Krishan Kumar, IAS, Collector and District Magistrate, Kandhamal:

Speaking on the burning issue of Kandhamal and precautionary measures to be taken by the district administration, Dr. Krishan Kumar elaborately focused the following points:

¡±                     Coordinating efforts of organizations and agencies extending short-term and long-term relief and rehabilitation.

¡±                     Urgent need to take care the anxieties of both the communities in the district and to plan for long-term intervention.

¡±                     Rehabilitation activity needs to be supported by NGOs and other professional groups specifically in the construction of both damaged houses and houses to be built under government schemes and also supply of construction materials including massive amount of bricks for instance.

¡±                     Broad-based dialogue is necessary involving different communities where everybody¡¦s concern has to be taken care of and long-term peace could only be possible if a multi-facet approach is adopted.

¡±                     Land issue and livelihood rights have to be settled by Government with top priority and within specific time-frame.

¡±                     To build a cadre of hard-core peace makers involving youths and womenfolk could be leading not only in the peace process but the process of development in future.

¡±                     Women are being pushed to the forefront and therefore special attention is necessary while talking about peace and harmony.

¡±                     The distress of people hiding in the forest needs immediate attention and the process of mass FIR has to be dealt with sympathetically addressing the security apprehension of the affected community.

Informing the precautionary measures so far undertaken by the district administration the Collector said Government is well attentive in the provision of relief and services to the victims. Vigilant supervision is in progress in the district. The district administration is also continuing with the social counseling to the people at the relief camps by the help of NGOs. A rehabilitation effort for the victims has already been extended by the local administration. Further, the Collector informed that some people have started repairing their home and many of them are re-settled in their villages. Situation is gradually becoming normal but long-term action is needed for permanent peace and harmony and in this regard he approached Mr. Prusty to initiate 3 to 5 year action plan on behalf of Sphere India.

Mr. Madhusudan Padhi, IAS, Special Administrator, Kandhamal:

In his key note address Mr.  Madhusudan Padhi, presently Special Administrator, Kandhamal and the then Sub-Collector and Collector of Kandhamal district shared the experience of his tenure. Describing the situation in past he said this inhuman process was started long before through violence in the district which has come to the surface in 1994, December 2007 and August 2008.

In his comprehensive statement over the issue he analyzed number of factors and delivered a lot on the following points:

¡±                     The issue of Kandhamal is exaggerated in the national and international media which in no way going to help in the process of restoring peace and amity in the district.

¡±                     Only blocks situated at the middle point of the district are affected and rest of the districts is normal.

¡±                     Roughly 360 affected villages amongst 2500 odd villages of the district are affected.

¡±                     The issue is not purely a communal rather it is regional, ethnic and to some extent based on personal issues. It is a heterogeneous happening and not a simple problem having its own dynamics.

¡±                     It is apparent that role of Government would be minimum in the process of counseling and initiating dialogue process for which NGOs and other agencies are welcomed to augment the peace process.

¡±                     Situation of villages are worst than the relief camps as there is no food to eat and therefore their need to be addressed properly.

¡±                     Good practices are to be repeated in other places.

¡±                     Unless we put on precautionary measures it will be going for a civil war in future.

He also added that District Administration has already introduced the ¡¥Mo Kudia¡¦ provision under IAY for immediate repair of the damaged house and government has taken all necessary steps to tighten the law and order situation to get rid of the panic. Government also providing proper care and good services in the matter of relief, health care and security to the people staying at the relief camps. But the people residing in the relief camp seem to be more vocal in demanding a separate district and wrong interpretation of happenings. Moreover, the district administration has taken strong initiatives for providing immediate employment to the common people in encouraging NREGA and other Govt. programmes.

Prof. Dhanadakanta Mishra:

In his expression Prof. Mishra spoke on different aspects of Kandhamal issue and focused on the course of action taken by PRATHAM ODISHA in Kandhamal district. Describing the efforts by PRATHAM ODISHA, Prof. Mishra said that 50 nos. of volunteers are provided training with professional inputs in peace building are now working in different relief camps in Kandhamal district and helping the victims with physical service and educational assistance for the affected children in the relief camp. Prof. Mishra addressed the core issues of victimized innocent child as the focus point for care and treatment. He clarified the role of the youth as the key change agent and prime cadre to regain peace in the District by organizing Block Level Youth Festival and organizing Kandhamal Youth Mohotsav.

Mr. Madhusudan Das, State Coordinator NYP:

Speaking on the occasion he advocated that people not to be seen as victim but as resource and therefore should unite together for the sake of peace and harmony. He invited the youths of Kandhamal and activist from different states in thousands to conduct a foot march for months together from city to villages and villages to home in building peace.

Mr. Prafulla Kumar Dhal, BISWA:

Mr. Dhal appraised the gathering about the peace initiatives taken by BISWA and also emphasized upon the strategic advantage of BISWA for having 700 SHGs in the district which could be promoted as the unit for peace initiatives in a practical prospective. He also appraised the research work going on by BRIC on Kandhamal issue which could in a real sense show the path for long-term peace and the harmony in the district. He also stressed the fact the Kandhamal issue should be judged at from a development prospective and briefed the future micro-economic interventions to be undertaken by BISWA.

Mr. Pradeepta Sundaray, Coordinator-OSSA:

Mr. Sundaray appraised the gathering about the plans and programmes of OSSA to be undertaken in future course and requested the local organizations to support certain mature, seasoned volunteers well versed in social dynamics of Kandhamal to be given training by OSSA to work as peace maker in the district.

Mr. Ramachandra Das, Member Secretary, NIPDIT:

In his expression Mr. Das focused on certain logical factors as root cause of the violence in the district. He addressed issues like land occupancy, fraud in reservation and fraud in service occupancy by non-tribals as the main causes. He commented that cultural difference arrives a long after the issue of land, reservation, service, and negligence attitude of the bureaucrats occurs. He commented that the OLR Act, PESA and other welfare acts and others tribal welfare policy are not successfully implemented and executed in the District. The negligible behavior of the Govt. policy and track of exploitation forced the people for violence. He proposed to strengthen a covered network of CBOs, NGOs, PRIs and WSHGs in whole of the District carry out the peace drive. He suggested to close the chapter of religious conversion and re-conversion factors with minute attention in particular. He focused to generate sustainable employment for the youth and aware them to saved themselves out of exploitation and to check the route of migration by doing immediate income generation activities.

Mr. Dillip Kumar, Aaina:

The representative of Aaina addressed the sufferings of children and women in the relief camps as most victimize and requested the platform to invite a laughing face with them. He also stated their activities in regards to women and childcare in the relief camps.

Mr. Amulya Khandari, PRADAN:

Expressing his views Mr. Khandari opined that maximum numbers of people in the villages of the district are suffering with problem of un-employment. So, the programme like NREGA and IGP should be sped up to meet the food security of the people at the earliest.

Mr. Sukanta Mohanty, Seva Bharati:

In his views Mr. Mohanty stated that Seva Bharati conducted a Peace Meet at Tumudibandh Block where 4000 people participated with their contribution and discussed details regarding the affairs of the social conflicts. In this meeting they promised together to continue peace positively without creating any further difference. He apprised the gathering about prospective plan of Seva Bharati in days to come.

Jnananjali Parida, CPSW, Bhubaneswar:

Expressing her views over the issues Ms. Parida stated that the women volunteers of CPSW are facing security problem while working in the camp site. She requested the support of law and order to reach the victimized people and villages in the ground. She focused to add the involvement of Sr. Citizen of the society as the main peace driver. She requested the platform to introduce cultural programmes in different affected blocks and GPs and Villages in continuous.

Priyadarshini- Care India:

In her speech she thanks for the special attention and service of the District Collector regarding the emergent health care of the victimized mother and child in the relief camps. She committed to extend all supportive help from Care India in regards to mother and children.

Mr. Ravi Kamal, PAHAD:

Mr. Kamal stated that the peoples of the district have lost confidence in the system of Peace Management by the local peace committees. So he repeatedly requested the platform to design proper strategy in developing the structure of the peace committee with sound management and 100% input of volunteerism otherwise the same approach to form peace committee shall be failure next in the peace drive. He suggested the involvement of NGOs with the implementation process of the government programmes for employment generation.

Manoj Kumar Jena, Banabasi Seva Samiti :

Mr. Jena in his view stated that a limited nos. of Christian Families are affected in the village areas of Baliguda Block numbering 320 which are residing in the relief camp of Baliguda. The dialogue process should be initiated so that they can come back to their home villages.

Rev. Sushant Naik, APBAID/KVCO:

Mr. Naik in his view stated that the services available to the relief camps of the victims in the Disitrict are not regular and timely. In some camps only rice are supplied without Dal. The psychology of the affected people is reactive and they might retaliate in future if their concern is not addressed properly. He also stated that thousands of people of the district have migrated to other parts of the state which is urgently needed to be reversed.

Mr. Sudam Charan Sabat, NYK:

Mr. Sabat in his views stated that NYK work for 13 days in Nuagam relief camp during the violence period and observed that a mass rally from OSSA shall have to start with the participation of all youth clubs of the District and also the outside youth clubs of other District. This can bring more confidence and universal get-togetherness of all people.

Mr. Sasanka Kumar Padhi, Save the Children:

Mr. Padhi stated his views that to extend all support to the victimized children on behalf of Save the Children for the District.

Md. Ziauddin Ahamad, ASSART:

Md. Ahmed stated his views that the social change agent and activist shall have to be promoted from the victimized area by way of training, sharing and coordination. The approach for peace building must look to protect the cultural interest of the Kandhamal people prior to intervention of peace process.

Mr. Antaryami Rath, Consultant of CPSW:

Mr. Rath in his speech stated that the local people may not be secular, faithful and trustworthy to the victims during peace process because of relationship to the local people. But the outsiders are more transparent and secular in their approach to address neutrally both the community in the peace and reconciliation process.

Er. Senapati emphasized inter sectoral relationship and inter sectoral coordination amongst the peace makers of the civil society and NGOs.

Mr. Pramod Pattnaik, Seva Bharati:

Mr. Pattnaik clarified the present position of OSSA and its future prospective plan to the peace building process. Mr. Pattnaik requested the District Administration to provide a room space to start the District Coordination Office of OSSA at Phulbani Kandhamal. Mr. Pattnaik displayed their communication materials developed for peace building in shape of printed T-shirts, and music cassettes for circulation and sharing with civil society members. The District Collector suggested to frame a scrutiny committee to verify all communication materials in details.

The meeting cam to an end with a harmony song by Madhusudan recited by everybody including the Collector, Special Administrator and others present.
