Dear all, Knowing fully well that this group has the members belonging to a very wide array of professions including the profession of a journalist I write the following to share with the pathetic condition of the working of the National Council for Teacher Education (NCTE), a regulatory and statutory body framed by an Act of Parliament. The news is relevant in the context that Sh. Shailesh Gandhi, the Information Commissioner, Central Information Commission (CIC), New Delhi has observed about the AICTE that "the council should ensure that its "writ runs in colleges which it gives affiliation to"". He further said that ,"The AICTE should ensure its regulations are fully applicable."
These observations by the CIC are very significant and relevant as the NCTE exactly similar to the AICTE in its functions and statutory and regualtory status is proving to be falling short in ensuring that its regulations are fully applicable. The NCTE too has miserably failed to get its Norms implemented. More agonising and worrying aspect is that when the violation of its Norms by the Universities in Delhi was brought into its notice, it instead of taking any action against the Universities wrote back to me as follows:
"It is felt that Universities concerned alone may offer their considered views with regard to the fact that some Universities are not treating B.Com. graduates as eligible for admission for B.Ed. course."
Its eligibility norm is as follows: "Candidates with at least 45% marks either in the Bachelor's Degree and/or in the Master's degree or any other qualification equivalent thereto, are eligible for admission to the programme." Is B.Com. not a Bachelor's Degree? How in Delhi a B.Com. cannot do B.Ed.?
In Rajasthan, the teachers teaching in the University affiliated Teachers' Colleges do not get the UGC pay scales and the salries. They get what the school teachers get. All these colleges function under the Secondary school education department.
This happens while the NCTE's Norm is as follows:
"The academic staff of the institutions (including part-time staff) shall be paid such salary in such scale of pay as may be prescribed by the UGC/University from time to time, through account payee cheque or as per advice into the bank account of employee specially opened for the purpose."
So neither the eligibility norm nor the norm related to the salary is being adhered to while Mr Fatmi the MOS in MHRD in reply to an unstarred question put by Sh. Iliyas Azmi, MP, BSP says"
"The norms and standards prescribed by NCTE are applicable all over India (except J & K) like the NCTE Act, 1993. There is no information regarding non-acceptance of the norms by any State Government including U.P." The issue is that either the Minsiter misled the Lok Sabha or the NCTE is speaking a lie. I request the members of this group to please help me in raising these issues as I feel somewhat defeated and alienated in my struggles with the system. Prof Sadgopal who is on this group knows fully well the ongoing efforts I've been making all these years.
