All political parties, forgetting their political differences and ideologies and the Lok Sabha have shown unique solidarity and their firm resolve to fight Terror by passing
NIA Bill 2008 and amendments to
UAPA Act unanimously. However, the claim of one Union Cabinet Minister while participating in the debate on the above Bills that what NDA could not do in 6 years, UPA Govt. could do it in just two weeks is ridiculous in the sense that UPA has also taken more than 41/2 years to bring the relative Bills in Parliament and the erstwhile Union Home Minister and some times PM were taking lame excuses that State Govts. were not agreeing to the Federal type of Central Investigative Agency. Again, the Union Minister for Minority Affairs has undermined the GOI's stand on Terror Attacks and sacrifice of Mr.Hemanat karkare and other two police officers by linking it to Malegaon probe and thereby tried to strenghten Pak's line of attack.
While the above steps will certainly help in expediting investigation and trial of terror offenses and make more stringent terror laws more stringent, the GOI have yet to come out with its policy and steps as how it proposes to prevent terror attacks. Statements on setting up new Coastal Command, and a slew of other measures would appear to be half hearted measures and not a complete strategy.
Still responsibility for failure to prevent Mumbai Terror Attack of 26/11 on Union Intelligence agencies, NSA, Home Ministry, coastal,navy and Mumbai police is yet to be fixed and Heads rolled. The Maha. Govt.'s decision to appoint High level enquiry to look into lapses and failures of Mumbai Police DG, Commissioner, and the Home secretary was not sue motto but under Opposition pressure, however, the concerned heads are continuing in their respective positions.
The blaming of Pakistan Govt and use of Pak Territory for terror attacks on India by GOI and its claim to have submitted enough proof to Pakistan and continuous denial by Pak Govt are an unending situation and Pakistan will never agree to its any role in terror attacks on India and or take any effective action against Terrorist outfits operating from its Territory. Why not GOI publishes the evidence it has so far furnished to Pak Govt on its role in Mumbai Terror Attack.
Probably,the time has come that GOI brings out a White Paper on Terror Attacks in India, clearly bringing out the failures and lapses of Indian agencies, role of Pakistan, Bangladesh Govts,and the steps it proposes to prevent such attacks in future and prompt response and action in the event of such attacks.
