Dear all:
There is a notion among many Dalit sympathizers or Dalits - "They had been oppressed for thousands of years and the same is even going on after independence".
We all inherit wealth from our ancestors. That obviously is an additional help to get better education by choosing donation path (lower ranking in Entrance Examination) . But, not all so called upper caste oppressors can afford donation based education. So they have to go to same school and same environment where our Dalit friends have been studying and alleged that, not able to compete.
Last week, the mass education minister of Orissa made the startling revelation; the education policy of Orissa's pseudo-clean and pseudo-developer CM Shri Naveen Patnaik, who shamelessly seeking a 3rd term, after screwing up the career of the future of nation.
- More than one third of the Primary Schools in Orissa are running without Principals. Out of 15,741 Government Upper Primary Schools, there are no Head Masters in 5491 Schools,
- By end of 2008, there were 43,198 vacancies against sanctioned posts of Primary teachers
- the vacancies have increased thus massive from 27,840 of 2004.

This is the (sorry) state of a state, whose CM is claiming that, there have been 6 Lakh crore investments (or at least promised) are in pipeline. Other developed states, a better status is expected, but still the number is good enough to produce a higher percentage of 'bad talents', who also need to be uplifted because they don't have the donation money.
So, if we buy the Dalit sympathisers logic of 'donation disadvantage' as an excuse to get reservation - think - " Are they alone deserve the reservation or there are same disadvantaged students at same skill level also out there, who are struggling and fighting for a livelihood with a non-Dalit status and no reservation ?".
There is a rush for free and short cuts - "The reservation path". Because of this attitude they (SC/ST/OBC) condone the politicians like Paswan/Lalu/Mulayam, who nullified the Supreme Court verdict on creamy layer exclusion by increasing the income limit to 4 lakhs.
4 Lakhs creamy layer income means almost 28,000 per month after Tax deduction. So our Dalits, who are getting <28000 p.m. will still avail the free reservation and will not give up their claim for the truly deserving SC/ST/OBC people, who are earning even < Rs. 10000 per month with 3 or 4 kids. So who are the enemies ? Mr. Anil Dhir argues of percentage of Dalits/OBCs in job. But, Supreme courts advisory to Union Government to keep away the creamy layer was based on statistics provided by Central Government. Why the kids of the SC/ST/OBC , who are making an income of 3.99 lakhs p.a. need reservation. He has enough wealth to pay donation and go to convent schools/engg. colleges etc. .
After nullifying the "Donation' argument by the above logic, let is look into the other arguments, which are often made.
Tax vs Social justice.
In America, a major effort and target of all federal Government has been - "reduce Government spending". That is why they have chosen a free market economy, which will need talents / resources to keep themselves globally competitive.
The outsourcing is a result of such globalisation. All manufacturing jobs were outsourced to China. Most of the IT jobs are outsourced to India. Now in USA, banks collapsed because of bad mortgage loans and the Federal Government is bailing them out by providing (almost free interest) loans.
In spite of all these failures, the US government is not considering to take over of banks like PSU - because it will add another level of bureaucracy. The health care sector is also kept out of Government control - i.e. No Bureaucratic interference between people and health insurance companies. When President (candidate) Obama outlined a health care policy to be monitored by additional Government resources - it was criticized by Sen. McCain.
While the huge economies of this world are moving towards lesser and lesser Government control to eliminate the Government Bureaucratic layer and cut spending, in India many people are looking at Government jobs. We all know - how efficiently our Governments and their employees work and because of this, our progress was almost stagnant, until IT boom started in 1996.
What happened after the IT boom ? Tremendous economic growth, real estate boom, people can afford cars , son/daughter started getting more salary than their retiring father (even IAS/IPS). People will argue that poor remained poor, while the middle class were enjoying life. Answer: Ask Naveen Patnaik and his likes. Why he is not able to fix the sorry state of primary education in spite of promised 6 Lakh crore investment. Some of you choose undeserving leaders at the helm of affairs and blame the hardworking middle class people, who earned foriegn currency for Indian companies because of their 'merit' ? Why the knowledgeable non-OBC and non-SC/ST people, who contributes to growth of economy are racists and Lalu/Mulayam/Mayawati and Naveen get free 'messiah' title ?
The cumulative affect of the IT boom is seen in the exponential growth of Cell Phones. Today every Tom-Dick-Harry can afford a cell phone and our activists friends could reach the interiors and helping or rescuing people. The way SC/ST/OBC people are demanding social justice and jobs , if the same demend were met by Government, to feed the oppressed by creating a jobs which were not there (required), that would increase the Government spending. NREGA is a forceful creation of local jobs.
If a genuine tech job is available, but merit is bypassed for pity on SC/ST/OBC family , then also the salary (which is Tax money of yours and mine) will be a waste; in this jet age where 'time to market' and 'patents' are key factors to survive competetion - an inferior talent in a high tech post can yield in either no invention or delayed invention, which will be useless or good for nothing.
I am giving you a live example of the company I worked. In the year 2001, during the (Internet) IP boom M/s Axes Technologies Inc. (Now M/s TechMahindra ) started an ambitious R&D product company called ipGen inc.
In Chennai, a hardware group was started under the leadership of best (former) C-DOT switch architect Dr. Chandrasekharan; it was a 40+ team. An equally competent software team was also formed to develop the TCP/IP and other software stacks. The product had some performance issues and after fixing them, couple of years when they came to market with the product - to their surprise, there were much much better products available in the market. They couldn't able to sell that product;ipGen closed. Now, why the top US companies seek H1B talents across world by paying them $90,000+ salary more ? Answer is : Faster time to market. File more and more patents to stay ahead of your competitors.
ipGen flopped because they assumed that by a mix of more freshers and a few top people, they can keep the R&D cost low and still will be able to compete in the market.
Now, let us draw an analogy -assume that a Government company C-DOT hires management trainees 27% OBC, 22.5% SC/ST to do social justice (to feed their family) in stead of focusing on economic growth or profitability criteria. Now, with the entry level quality compromised, do you still expect they can ever remain competitive ? No.
IT/Technology exports will meet their death. Most of SC/ST/OBC quota qualified H1Bs will fail to deliver because of their inferior skill level. Like Gulf countries,you have to live with your mineral wealth, which is looted daily by Industrialist-Politician nexus at the throw away price. With no local buying power, no tourism, no car, no real estate boom and you live like an isolated world : "long live Social justice".
After visionary former PM Narasimha Rao, opened the globalization doors , many PSUs closed because of greedy political chairman, lack of modernization, competition and corruption. The number of government jobs are also keep reducing day by day. Because of budgetary constraints (a typical case of Orissa) , Government is offering consolidated Rs.10,000 p.m to MBBS doctors and Rs. 5000/- per month to every block level BE/BTech computer programmers. Clerks are much better as they could force a service charge (bribe) for every file movement. So, talented people are actually suffering in Government job as once you have the Government label - private sector will snub you; thanks to the reputation of Government employees.
Hence, I don't see any harm in offering the non-tech clerical posts to the oppressed classes as a gesture of social justice; at the same time I expect that once they get 2 Lakhs p.a. salary, they don't claim any reservation for their kids. This is road to progress and sign of good economy. A good economy creates job, not Government; any Government job is a spending, while every private job is a symbol of progress, contributes to the economic growth.
Thanks for reading. Bitter truth is sometimes appear intolerable but can't be ignored. If you offer social justice in high tech posts, you are at the helm with your reverse gear on.
